According to Paradox, the upcoming game will use a proprietary content platform called Paradox Mods instead of the usual community modifications via established frameworks like the Steam Workshop.
Although Paradox has integrated the same service into a dozen other titles, the support for Cities: Skylines 2 will still require additional development efforts, making it unlikely to launch immediately on the first day.
